Stephen Merchants voice is way too deep and serious for the role.
Simmons is also superb as Cave Johnson, and again the writing is phenomenal. You can tell that he put absolutely everything he could into the role - it absolutely shows throughout. It's one of the few games that is actually genuinely funny and it's primarily due to the exceptional writing and Merchant's flawless performance. He fully displays the erratic and psychotic nature of Wheatley, along with the humorous side that the character offers to perfection. In terms of Wheatley, Stephen Merchant is absolutely stunning - which fits, considering the role was written for him. Cockney accent was in fact the voice of Valve animator Richard Lord.
